Jan Delaney from the DEP explained that the DEP offers grants of 75% (with 25% matching) to anyone who qualifies for the purchase of pumpout boats or pumpout stations as part of the Clean Marina Program.  The marinas that receive these grants must keep the pumpout facilities in working order and are able to charge for each pumpout (up to $5 per pumpout) within the first 5 years.  Some local marinas have already decided to buy pumpout boats but have concerns about the money needed for maintenance, gas, etc.  Most of these marinas don’t charge at present but with the cost of adding a pumpout boat they will have to charge or find some other source of monies to fund the additional resource. 

Adding $3 or $5 to every boat owners’ registration fee is a possible resource.  Commissioner Tucker suggested waiting until the beginning of next year until all of the pumpout boats are in service.

The locations of many of Okaloosa County ’s public pumpout stations are unknown.  The public education will include a list of the county’s facilities and the list will be distributed everywhere possible (web sites, pamphlets, the daily newspaper, etc.)

 

It was decided that the group needed to:

1.  Formally enter into some sort of public education campaign.

2.  Provide better access to existing pumpout facilities in Okaloosa County .  Encourage others to qualify for this grant program through the DEP.

3.  Enter into a Public/Private partnership between Okaloosa County and the pumpout boats whereby a vessel registration fee will be considered to offset the operations and maintenance costs and they will, in turn, offer free pumpout services for all boats in Okaloosa County .

 

Another meeting will be held in approximately 6 weeks.
