CALL TO ORDER

President, Mayor Glenda Glover, called the meeting to order at 12:00 p.m. at Two Trees Restaurant in Fort Walton Beach.

MINUTES:  April 5, 2004 – Cinco Bayou Mayor, Norm Frucci, asked that Secretary/Treasurer be removed from behind his name.  Mayor Thomas moved to accept the minutes from the April 5, 2004 meeting as with the change.  Councilwoman Bush seconded the motion and it passed unanimously.

 

TREASURER’S REPORT:  Mayor Glover reported a balance of $2,773.91 with a $88.76 check written for lunches last month and a $300 check written to Tina Smith for the web site.  Commissioner Strong moved to accept the Treasurer’s Report.  Mayor Barker seconded the motion and it passed unanimously.

 

UNFINISHED BUSINESS:

  • Clean Water Project update – Mayor Barker reported that he would like to have another meeting, hopefully, sometime in June.

  • Voter’s Guide update – Commissioner Strong reported that he talked to the League of Cities for information about the Voter’s Guide.  It was decided that Commissioner Strong will put something together and get the approval of the Okaloosa County League of Cities.  He will then forward it to the League of Cities for their approval before it is mailed out to County residents.

NEW BUSINESS:

  • Floridians Against Inequities in Rates (FAIR) Amendment – Mayor Glover – The Florida League of Cities is supporting this amendment and would like everyone to support it.  Mayor Glover passed out a list of services that will be taxed if the amendment is passed.

  • High-Speed Rail (Petition) – Mayor Glover handed out the petitions and asked that everyone take them back to their cities and hand them out to the community to try and get it back on the ballot.

  • Extra Benefits (HB251) – The Governor has passed the Extra Benefits redefinition.

  • May 14, 2004 Summer Dinner Reminder – Mayor Glover reminded everyone about the Summer Dinner.

  • Express Track Data, LLC (Social Security Numbers) – The City of Fort Walton Beach recently passed a resolution to forward to the Florida League of Cities to ask for their support regarding the citizens’ private information.  Mayor Glover passed out copies of the resolution for those interested in bringing it in front of their councils.

  • Imminent Domain HB 1513 – The Florida League of Cities was supporting this legislation until what they were supporting was deleted from the bill.  HB 1513 died in the House.

Cinco Bayou – The Yacht Club Harbor Condominiums and the Yacht Club Town Homes have broken ground and have started with utility infrastructure.

Permitting:

38 permits issued for new residential structures in December 2003.

2 permits issued for new commercial structures in December 2003.

Several miscellaneous permits for renovations, additions, fences, etc. were also issued.

346 permits issued for new residential structures in the year 2003.

88 permits issued for new multi-family residential structures in the year 2003.

Valuation of commercial permits issued is $15,865,284.

Planning:

During the year of 2003 there were 41 projects submitted for consideration and recommendation to the City Council.  Most have been approved for construction; some are still under construction and many are already completed.

Code Enforcement:

The Code Enforcement Officer position was reclassified to a Code Enforcement Officer/Building Inspector to better utilize the manpower position. 

In August, September, October, November and December there were 40 code enforcement cases initiated.  Cases consisted of burying trees on the premises, high grass, a pool with stagnant water, derelict vehicles, parking a semi in a residential neighborhood, improper disposal of refrigerator, accumulation of junk and debris, improper storage of tires, paint over spray from paint booth, and inoperable vehicles.  All are abated except 16 which continue to be processed.  Numerous signs that are not permitted by our sign code as codified in the Crestview Code of Ordinances, were removed from the right-of-way.

Main Street:

The Fall Festival and Christmas Parade was a success.  Much work was done by Staff and volunteers to ensure that the parade was enjoyed by all. 

An expanded effort to increase the Main Street Crestview Association membership and participation in the program by the members is underway.

Mapping Products:

Geographic Information is continually added to the map for the City.  Infrastructure is being input to identify properties and physical location of stormwater facilities, water and sewer lines, manholes, lift stations and fire hydrants.  This information is necessary to assist Public Services Staff in their everyday work and to prepare for the new governmental accounting process which requires documentation and valuation of city assets.

Amendment to the Sign Code has been completed.

Comprehensive Plan Amendments begun in 2003 are continuing to be processed with meeting with the Department of Community Affairs during the first week of May, 2004.

Code Enforcement:

Code Enforcement continues with 51 new cases reported during the first quarter of the year and 46 abated.

Main Street:

Bids for Phase III of the Streetscape Grant should be received in May.  Work will begin immediately thereafter.

Mapping Products:

Destin

The City of Destin has been working on a Transportation Corridor Management Plan for approximately 25 years and has never been able to get the support necessary to push the agenda forward.  The Council is now determined and has already held 4 public hearings so far and has completed the ordinance adoption process.  It is not designed to increase the capacity of Highway 98.

 

Eglin Air Force Base

·        The Hurricane Exercise kicked off today on Eglin

·        The Gate to Gate run will be held at the end of the month

·        This summer there will be a big Change of Command

 

Fort Walton Beach

·        The bathrooms at the Landing are almost complete

·        Billy Bowlegs begins June 1

·        The Ice Skating Rink is set for November through January

·        Beaver Bridge on Ferry Road is running way behind

Mayor Barker stated that the Landing site is looking really good.

 

Hurlburt Field – There was no one present from Hurlburt Field.

 

Laurel Hill – There was no one present from Laurel Hill.

 

Mary Esther

·        Approved major Land Development Code revision to Article 7, Land Use & Zoning; Capital Improvement Plan project prioritization, 2 Resolutions (State-mandated internet filtering & sidewalks using Transportation Enhancement funds) at the April Legislative meeting.

·        The CDBG grant for renovations to the sewer treatment facilities appears to be high enough ranked to be listed in the “funded” category

·        The submittal on the Florida Forever grant for a waterfront park was halted, as the owner said the property was under contract to sell with a closing date of 4-29-04 .

·        Efforts requesting that the City abandon a portion of City property for a developer to use in platting a new patio home development failed, but the development continues with success in having the land rezoned from C-2 to R-2.  It’s near Daddy’s Bar-B-Que, and revised plans are anticipated from the developer (J & J of FWB) soon.

·        Tyndall Credit Union is moving into the Walden Books side of the building in front of Food World, and the Great Steak and Potato Express is coming to the Food Court in the Mall.  Several other projects are also in various stages of planning and/or implementation.

·        The City Council will vote on the County’s traffic signal maintenance agreement, an engineering contract with Hatch Mott Mac Donald, the OWTPO agreement tonight, as well as a $244,000 contract for street paving and manhole repair.

 

Niceville – There was no one present from Niceville.

 

Okaloosa County – There was no one present from Okaloosa County.

 

Shalimar

·        In April, 68th Electronic Warfare Squadron dedicated a second community service day to Cherokee Park along with County Commissioner Elaine Tucker who is the honorary Squadron Commander.  Over 50 squadron members completed the landscaping of the park to include planting over 3000 plants.  The park is now about 98% complete.

·        On 1 May 04, we changed town garbage contracts from BFI to Waste Management - so far so good.

·        Still waiting on ground breaking for Hampton Inns - anticipate June 2004.

·        SunQuest dinner cruise received special exemption approval to operate a vessel transport out of Shalimar Yacht Basin.

·        Shalimar Yacht Basin is once again the host for this year's American Business Women's Association Billy Bowlegs Poker Run.

 

Valparaiso

·        The first budget meeting has been scheduled

·        The Child Development Center is going in and should be done by the beginning of the school year

·        The Senior Citizen Center is finished

·        The last phase of paving has started and, again, the money from the gas tax has really made a difference.

 

Mack Gay added that there will be a workshop in Orlando on May 11 and 12 to help community leaders understand the encroachment issues.
