Monday, August 2, 2004

CALL TO ORDER

President, Mayor Glenda Glover, called the meeting to order at 12:00 p.m. at Two Trees Restaurant in Fort Walton Beach .

MINUTES

Mayor Barker moved to accept the minutes from the June 7, 2004 meeting as written.  Mayor Combs seconded the motion and it passed unanimously.

 

TREASURER’S REPORT

Mayor Glover reported a balance of $2,617.61 after lunches were paid for last month.

 

UNFINISHED BUSINESS

Clean Water Project update – Mayor Barker reviewed the attached minutes from the Clean Water Initiative Meeting on July 20, 2004 .  He relayed the “5 Tier Action Plan” which consists of different action items that were tasked out at the July 20 meeting.  After the group gets their information, Mayor Barker will work on melding the 5 Action items into a plan to bring to the Executive Board.

 

Voter’s Guide update – Commissioner Strong stated that he has been working on a voter’s guide that includes political races at the state level.  Mayor Barker moved that Commissioner Strong continue on with the voter’s guide that includes state-level political races.  Mayor Thomas seconded the motion and it passed unanimously.  The group discussed the possibility of including county political races.  Mayor Glover asked that the group move through the agenda and come back to this discussion.

 

HB 1673 – Social Security Number – Mayor Glover briefed everyone that she has discussed HB 1673 with some members of the Florida League of Cities and feels that this issue will be a priority in the upcoming year.

 

NEW BUSINESS

Schedule September’s meeting – ( September 6, 2004 is Labor Day) – The alternate date for the September 6, 2004 meeting will be September 13, 2004 , the Monday following the scheduled date.

 

Thank you to Crestview – Mayor Glover thanked the City of Crestview for hosting the July quarterly dinner.

 

Membership Drive for Associates in Northwest Florida League of Cities – The Florida League of Cities will be mailing out the membership drive notices soon so Mayor Glover asked everyone to keep an eye out for the pamphlets.

 

Communication Among Cities/County – Mayor Frucci – Mayor Frucci explained a recent situation with the county where the communication between his City and Okaloosa county were non-existent.  Mayor Frucci suggested that the Okaloosa County League of Cities work with the county on a solution to this problem.  Some members shared examples of their own communication issues with the county.  It was suggested that all representatives bring their example to the next meeting in writing and Mayor Combs will draft up a letter that will be sent to the Chairman of the Board of County Commissioners and Courtesy Copied to all Commissioners that will include the municipalities’ examples.

 

Mayor Glover reported to the board that the Florida League of Cities is supporting Mayor John Doglione from the City if Dunedin at the Annual Conference.

 

The date for the Florida League of Cities trip to Washington DC has changed to September 14.

 

ANNOUNCEMENTS/REPORTS FROM CITIES

Cinco BayouMayor Frucci had nothing to report

Crestview

·         Councilwoman Bush thanked everyone that attended their Quarterly dinner on July 22.  There were a little over 100 in attendance.

·         3 Crestview Council members will be attending the Annual Conference.

·         The new State of the Art Cancer Center has opened.

 

Destin

·         Actively moving towards coordinating the city information, making it available to the public any time.  In order to do this, they have had to merge all databases and are assigning each project with a number.  These projects will be updated and available for on-line tracking.  Mayor Barker plans to have this e-government system up and running within the next 60 days.

·         The Harbor Fishing Station pump has been reinstalled.

·         The City of Destin was rated by the National Flood Insurance Program (NFIP) which will help lower the resident’s insurance rates.

·         There is a developer that owns land in Destin (unincorporated) that has asked the City of Destin to annex into the city.  Mayor Barker relayed that this issue will be discussed at the City Council Meeting on September 8, 2004 at 6:00 p.m. at the Destin City Hall .

 

Eglin Air Force Base

·         There will be a big deployment with Eglin personnel rotating from September to November and returning 120 days later.  This is the biggest rotation for Eglin A.F.B.

·         There will be a Vehicle Transportation Conference in Destin from August 23-27 with 50-100 people.

 

Fort Walton Beach

  • Landing Phase II Project- (CD 6/2003)-The standing seam metal roofing has been installed on the restroom, gazebo and entrance pavilion.  The window blocks for the restrooms have also been installed.  The bathrooms should be functioning in time for the Friday Night Flick on August 6 (Shrek).

  • Registrations are open: the soccer program is available to children ages 5-18, tackle football for ages 8-12, flag football for ages 5-9 and cheerleading for ages 5-12.  Interested participants may register Monday-Friday at the Hedrick Center , Docie Center or the Chester Pruitt Center from 8:00 a.m.-5:00 p.m. through August 13th.

  • The registration deadline for the City’s adult fall softball leagues is August 20th.  Contact Tony Anderson, Recreation Coordinator, at 833-9578 or e-mail tanderson@fwb.org for further information.

  • Sound Property Development (CD 22/03)-Staff met with Nitsi Bennett, Rotary Club Representative, to discuss the various pre-construction requirements relating to finalizing the construction phase documents, coordinating the review of the construction documents with City staff, process for seeking quotes/bids for various project elements as per FRDAP Grant requirements, utilization of funding/materials donated from various community organizations for the project and site preparations.

  • August 3, 2004 Waters Edge Ad-Hoc Advisory Committee meeting - Sally Cooey, Public Outreach Coordinator for Florida DEP will provide information regarding environmental education projects. Joy Brown from Choctawhatchee Basin Alliance will speak regarding Liza Jackson Stormwater Outfall Grant Project.

  • Wastewater Treatment Plant Inspection – Received the Florida Department of Environmental Protection (FDEP) Report for the semi-annual Wastewater Treatment Plant Compliance Inspection.  All evaluated areas were found “Satisfactory”, which is the highest rating. 

  • Budget – Mayor and Council received individual budget preview meetings with the City Manager and Finance Director in preparation for Monday’s Budget Workshop beginning at 5:30pm in the Council Chamber.

  • Mayor and Council celebrated the closing of the City’s Youth at Work program on Friday, July 30th, with a pizza lunch and distribution of certificates to the students.  They have been on the program for seven weeks, assisting Parks & Rec reation maintenance teams.  Additionally, the City arranged for presentations to the group including tours of City facilities, banking and the implications of credit checks, check book balancing and resume writing.

Mary Esther

·         In June, the Council selected Carr, Riggs & Ingram to be the City’s auditor for the next 3 year period.  We’ve been grappling with revisions to our Door-to-Door Solicitation ordinance to ensure that there is no First Amendment Rights conflict.  The Social Security number resolution on privacy of customer information and 5-year CIP were approved.

·         A $50,000 grant was awarded for a Florida Recreational Development Assistance Program (FRDAP) for improvements to the South Bryn Mawr park and triangular median next to the Greek Orthodox Church on Highway 98, and we are still awaiting word from DCA on whether we will be awarded the CDBG grant for renovations to the sewer treatment facilities.

·         The Library received a $350,000 grant for almost 4,000 SF expansion – just about double its current size.  Staff is currently working on a conceptual design.

·         Several public hearings have been held in June and July that have resulted in the approval of rezoning land on Mary Esther Blvd. (next to Rex Electronics) for a car wash, rezoning for a major housing development with 15 single family lots at Plantation Oaks, and another for 23 patio homes at Andalusia Place. 

·         A variance request for the water setback requirement was denied.

·         Five budget workshops were held in July, and our tentative millage rate has been set at 3.6.  The public hearings will be on September 8th and 23rd .  We are also discussing raising the sewer rates.

·         Next big project we’ll be addressing tonight is rezoning and a small scale comprehensive plan amendment for 3 acres of property on the north side of Hwy. 98 at the far east end of the City that is part of a 10-acre site on which a shopping center is proposed to be built.

·         Newly elected Council Member Fay Young attended the IEMO (Institute for Elected Municipal Officials) in Tampa in June.

·         Council Member George Crews attended the 1000 Friends of Florida-sponsored transportation planning workshop last week.

 

Niceville – There was no one from Niceville in attendance.

 

Okaloosa County There was no one from Okaloosa County in attendance.

 

Shalimar

·         As you may have seen in this weekend's Daily News, the Town should have a hotel within the next year- Town Commission is expected to officially approve Marriot plans on Aug 10 with initial construction to commence in Oct. 04. 

·        More recent news is the Shalimar Yacht Basin 's dream to rezone their industrial property to residential/commercial.  The SYB owners want to construct approximately 200 upscale condominiums (75' high) mixed with some first floor commercial properties.  In their plan, the boat sales/gas docks and slip rental would remain with dry storage and most of the marina yard operations eliminated.  Building height restrictions and adequate parking will be contentious issues.

·         There is also a hint that the Solaris will be moving out of Shalimar Yacht Basin and into Baytowne Wharf .

 

Valparaiso – Commissioner Strong had nothing to report.
