CALL TO ORDER

Vic e President, Councilwoman Fay Miller , called the meeting to order at 12:03 p.m. at Two Trees Restaurant in Fort Walton Beach .  She noted that there was not a quorum so all issues on the agenda requiring a vote will be tabled until next month.

NEW BUSINESS:

·        Okaloosa County Sheriff’s Department Representative – RE:  ID cards – Michael Coup and Randy McDaniel presented the board with a sample Emergency Re-entry pass.  Mr. Coup briefed that each city would have one person that was responsible for:

·        Keeping track of who in their city will get the pass

·        Sending those people to the Sheriff’s Department to get their picture taken for the pass and retrieve the pass

·        Recovering and destroying the passes from those that leave their current position with the city.

When the board agrees on a design for the passes, the cities should be able to start sending people over to the Sheriff’s Department.  Mr. McDaniel believes at some point he will be able to go to the cities with his lap top, take the pictures and issue the passes.

 

ANNOUNCEMENTS/REPORTS FROM CITIES:

Cinco BayouMayor Frucci had nothing to report.

 

Crestview

·         The area of south Main Street is under construction and on schedule with many changes to take place.

·         The Kennedy Lakes water line extension is near completion.

·         The preliminary plans are complete for the new water well located near Antioch Elementary.

·         The preliminary study for the sewer plant expansion is complete.

·         The Crestview Music Fest is rescheduled for the 12th and 13th of November, Spanish Trail Park .

·         The Twin Rivers Bass Club of Crestview will conduct the 2nd Annual B.A.S.S.  CASTINGKIDS Competition, 13 November 04, Spanish Trail Park , NOON-4:30pm,age groups 7-10 and 11-14.  FREE PRIZES/1st 100 kids to register. Rods will be furnished.  Awards at 4:30pm . Presented by Chevy Trucks and CITGO.

 

DestinMayor Barker was not present.

 

Eglin Air Force BaseThe Town Hall privatization meeting is scheduled for November 10 at the Armament Museum .

 

Fort Walton Beach Mayor Glover was not present.

 

Hurlburt FieldThere was no one from Hurlburt Field present.

 

Laurel HillLaurel Hill has completed the clean up effort after Hurricane Ivan.

 

Mary Esther

·         The City was awarded the CDBG grant for renovations to the sewer treatment facilities.  As the last funded project, the award was $121,773 short of the requested $650,000.  There is a chance that those funds will be deobligated and available for award to the City.

·         The budget was approved with a rate of 3.5 mils, the same as currently.  The sewer and water tap-in fees that were proposed were approved.

·         There is another rezoning and development proposal to be heard by the LPA on November 22nd for the property at Hunan ’s & Cash’s Liquor Store.  We’ve had no word on the proposed strip mall next to the Shell station on Highway 98.

·         Working on a Xeriscape Ordinance.

·         Wellness Day will be held on November 10th to kick off the City’s participation in the Well County program.  Blood screenings and a Health Risk Appraisal will be done for interested employees and elected officials.
