CALL TO ORDER

President, Mayor Mike Anderson , called the special meeting to order at 12:04 p.m. at Two Trees Restaurant in Fort Walton Beach .

MINUTES

Mayor Wise moved to approve the minutes of the January 9, 2006 meeting as written.  Commissioner Strong seconded the motion and it passed unanimously.

TREASURER’S REPORT:  $505.77 after paying $73.31 for January 9 lunches and $53.95 for Glenda Glover's plaque.  I have received dues $300 checks from 7 cities - missing only Fort Walton Beach and Mary Esther for a total of $2100.

UNFINISHED BUSINESS:

-  Proposed Sales tax - Commissioner Strong handed out a sheet of sales tax issue discussion items that the Executive Board went over.  County Commissioner Bill Roberts didn’t feel that items 1.c. (drinking water) and 1.d. (wastewater) fall into the “Stormwater” category but that those 2 items could be combined to become Wastewater when it is impacted by Stormwater.  Everyone agreed that would be ok.  The members agreed that they wanted to use the EDC census for the population numbers and they all like the per capita methodology because it would be easier to explain.  Also, they reiterated that they agreed to the vote on September 5, the duration of 5 years for the tax and the amount of 1 cent.

Each city will take this information back to their boards for approval.  Commissioner Strong will take a signed copy of the letter to the County Commission .

ANNOUNCEMENTS:

-  February 1, 2006 -- Affordable Housing Symposium at Conference Center

-  February 1, 2006 -- Quarterly Dinner Meeting - 6:00 p.m.

Everyone agreed that, with the Quarterly Dinner Meeting coming up on the 1^st, there was no need for another lunch meeting next Monday.
