CALL TO ORDER

President, Mayor Mike Anderson , called the meeting to order at 12:00 p.m. at Two Trees Restaurant in Fort Walton Beach .

MINUTES

Mayor Barker moved to approve the minutes of the May 1, 2006 meeting as written.  Councilmember Miller seconded the motion and it passed unanimously.

 

TREASURER’S REPORT:  $2138.00 after paying $92.32 for the May 1, 2006 lunches. 

 

UNFINISHED BUSINESS:

-  Proposed Sales tax lists and distribution formula discussion -

-  Proposed Sales tax presentation - The deadline for the cities to get their lists to the county is June 20.  The county will need to present the resolution to Pat Hollarn by July 1.  Mayor Wise moved that the Okaloosa County League of Cities agree with the distribution formula with the 3 smaller cities receiving a double percentage and that the population numbers will come from the HAAS.  Mayor Combs seconded the motion.  Mayor Barker stated that he feels that the tourist population should be included in the distribution formula for Destin.  The board voted 7-1 with Mayor Barker voting Nay.  Mayor Barker asked if the board would agree to drafting up a letter to the county that encouraged a partnership between Destin and Okaloosa County to redo Commons Blvd.   Councilman Conner moved to authorize President Anderson to write a letter to the BOCC with the expectation that the county will work with all of the municipalities.  The letter will include several examples of joint projects.  Mayor Barker seconded the motion and it passed unanimously.

-  BRAC Committee Task Force Representative/Vision 2015 Military-Community Partnership - There will be a follow-on meeting on June 12 from 9-12 at Niceville Community Center.

 

NEW BUSINESS:

-  Quarterly Dinner Meeting conflict with NWFLC Dinner - Mayor Anderson stated that the next Quarterly Dinners will conflict with the NWFLC Dinner.  It was suggested that the OCLOC dinners be moved to the 2nd Thursday and everyone agreed.  The October Dinner, hosted by Crestview, will be the first dinner affected.

-  Next meeting date ( Monday, July 3, 2006 ) - This meeting was already moved to July 10.

-  Mayor Beverly Billiris endorsement request - Mayor Anderson stated that the NWFLC already voted to support Mayor Billiris’ opponent for FLOC 2nd Vic e President.  Mayor Barker moved that the OCLOC have an informal policy that they not endorse candidates in the future.  Mayor Combs seconded the motion and it passed unanimously.

 

Mayor Anderson stated that the new NWFLC President, Don Harrison of Defuniak Springs, would like to attend a Quarterly dinner.

 

Mayor Wise moved that we approve and forward a resolution to Eglin supporting the East/West Bypass corridor proposal.  Mayor Combs seconded the motion and it passed unanimously.

Fort Walton Beach

-  A water transmission main which will transport water from the Golf Club area to the downtown water distribution zone will be constructed starting in mid June.  The new transmission main will provide much needed redundancy in the City’s ability to provide water between the Golf Club area and the downtown area.  The transmission main will start at the Golf Club, move down Denton Boulevard and tie in to the existing system at Beal Parkway

-  The Utilities Department is preparing for a project to move the sanitary sewer force main at the bottom of Cinco Bayou to under the Cinco Bayou Bridge .  The existing main is being replaced due to its age and damage from recent hurricanes.

-  The City of FWB has sent a survey to all residents concerning transportation needs to an emergency shelter in the event a mandatory evacuation is ordered in the future due to a hurricane or other disaster.  The City is interested in assessing the number of residents who would require transportation to a shelter IF a mandatory evacuation was ordered.

-  Mayor Anderson and his militia will be defending the City against Captain Bowlegs and his pirates at the Annual Billy Bowlegs Pirate Festival at the Fort Walton Landing June 2nd – 3rd.  The Torchlight Parade will be on Monday, June 5th starting at 8 p.m. on Eglin Parkway .  Call the Greater FWB Chamber of Commerce at 244-8191 for more information.

-The City of FWB will hold an “all neighborhoods” meeting on June 7th for citizens to prioritize infrastructure projects within the City of Fort Walton Beach to be funded if the one cent sales tax referendum is passed on September 5th.

-  Kids Day at the Fort Walton Landing will be held on June 8th from 10 a.m. – 1 p.m.   This event provides fun and educational activities and performances for children of all ages.  Call 833-9576 for more information.

-  From July 10th – 14th, World Changers volunteers will be re-roofing/painting qualifying homes in the City.  World Changers will be in Fort Walton Beach through a partnership between the City, Choctaw Baptist Association and World Changers.  Over 250 middle and high school volunteers and adult supervisors will be involved in the program.  For more information, call 833-9598.

- The town’s budget process is underway.  According to the property appraiser’s office, the preliminary tax base is up 18%.  We hope to reduce the millage rate by 8% (or .2 mills).

- We may be welcoming Starbucks into the town.  Last night the Planning and Zoning Board met to have a preliminary, first pass discussion with the developers.
