Combs moved to approve the minutes of the November 6, 2006 meeting as written.
The motion was seconded by Councilmember Miller and passed unanimously. PRESENT

REPORT:
$1683.53 after paying $54.10 for the November 6, 2006 lunches. The
invoices for the 2007 dues went out. It
was decided that the Executive Board would pay for a representative from each
base to attend the quarterly dinner meeting.
The Dinner meeting will be hosted by Destin on January 16, 2007.

BUSINESS: -
Eglin Bypass Resolution 2007-01 -
Mayor Combs moved to approve the Eglin Bypass Resolution 2007-01 as
written. The motion was seconded by
Councilmember Payne. Mayor
Barker felt the 3rd “whereas” should be removed from the
resolution. Mayor Combs
amended his original motion to exclude the 3rd “whereas”.
The motion was seconded by Councilmember Payne.
The original motion passed unanimously.

BUSINESS: -
Vision 2015 Vector Check - Mayor
Anderson asked the cities to stay involved and make sure to have a
representative on each board. There
will be a meeting of the Executive Committee on the 15th. Commissioner
Strong attached a draft of a letter to Okaloosa County referencing the Joint
Land Use Study (JLUS). Mayor Barker moved to approve the letter.
Councilmember Payne seconded the motion.
Mayor Anderson asked to remove the last sentence in the second to the
last paragraph. There was some
discussion about the letter. Mayor
Barker amended his original motion to task Mayor Anderson to rewrite the letter
before sending it to Okaloosa County. Councilmember
Payne seconded the motion. The
original motion passed unanimously. The
amended motion passed unanimously. -
Nominate new Officers - Everyone
agreed that all of the current officers would keep their positions. -
Discuss January meeting date - The
January Meeting will be moved to January 3, 2007. -
Scott Maddox briefing discussion
- Someone from Scott Maddox’s office called and asked if Mr. Maddox could
speak at a league lunch meeting. The
Executive Board agreed that they needed more information about the topic. ANNOUNCEMENTS/REPORTS

Walton Beach: Golf Club “Best
Places to Play”
The Fort Walton Beach Golf Club has been named one of the
“Best Places to Play” by the readers of Golf
Digest Magazine. The 2006-2007
list rates more than 4,000 public and resort golf courses all across North
America and the Islands. Approximately
20,000 Golf Digest readers rate the
courses on service, value, pace of play and overall experience, based on a
5-star scale. The overall experience
scores are averaged to reflect a course’s rating.
The Oaks and Pines course received a 3 and 2 ½ star rating respectively.
Golf Club Administrator Jim Frazier gives all the credit to his staff and
hopes this great honor will enhance the golf club’s notoriety. Police
Department Fundraiser The
Fort Walton Beach Police Department and the "Magnolia Grill" have
teamed up to put on a pancake breakfast to benefit the Police Departments
"K-9" fund on Saturday, January 27th, 2007 from 8:00 a.m.
– 10:00 a.m. Breakfast will
include pancakes and sausage with orange juice and / or coffee, and milk for the
little ones. Donations of $5.00 for
adults / $3.00 for children under 12, is requested.
Tickets can be obtained by contacting an employee of the Police
Department or at the door the day of the event. So bring your family, and
anyone else you know! The "Magnolia Grill" is located at 157 SE Brooks
Street. Tennis Center
The courts at the Fort Walton Beach
Tennis Center are receiving a facelift. Courts
eight, nine, ten and eleven were cleaned and painted a new color, blue.
The courts feature the blue playing area with white stripes, just like
those at Flushing Meadows, New York, home of the U.S. Open.
Over the next few weeks, crews will be patching up the playing surfaces
and refacing all the areas. Once the
courts are complete, they will be showcased at a women’s professional event
held at the center beginning January 14th. The
inside of the building at the Tennis Center, including the locker rooms, office
area, pro shop and sitting area are also currently being painted. Tennis
Tournament The USTA Pro Circuit Tennis Tournament
is returning to the Fort Walton Beach Tennis Center January 13th –
21st. The 2nd
Annual AVT $25,000 Women’s Challenger is the only professional tournament in
Okaloosa County. Players from over
thirty different countries will be taking part in the singles and doubles
action. 18-Inch
Water Transmission Main Hemphill Construction has completed the installation of the
18” ductile iron pipe along Denton Boulevard from the new water tank at the
Golf Club (Parkview Road) south to Cinco Bayou.
Hemphill has recently begun the installation of the 18” water main on
the south side of Cinco Bayou. The installation of the pipe on the south end of
Cinco Bayou should be complete within the next two weeks. The jack and bore
across Lang Road at Russell Boulevard is scheduled to begin the week of December
4th. The bore should be completed within one week. The jack and bore
across Mayflower Avenue at Justin Street is also scheduled to begin the week of
December 4th. This bore should also be completed within one week.
Barring any unforeseen circumstances, this project should be near completion by
the end of January. City/Hurlburt
Joint Project The installation of the 12-inch ductile iron pipe is
complete inside and outside of the Hurlburt Field Waste Water Treatment Program.
The installation of the two meter vaults, one at the western end of Lovejoy Road
and one within the Hurlburt WWTP, is complete.
The installation of the electrical and control conduit, along with the
chlorine feed lines, within the Hurlburt WWTP is complete.
All that remains on the original contract is the restoration work, which
should be complete by the middle of December.
The project is funded through a Florida Defense Infrastructure Grant
given to communities and military installations for projects that are mutually
beneficial. This goal of the City is
to decrease the reliance on the Florida Aquifer for non-potable water needs.
The City accomplishes this by ultimately extending this line to Beal
memorial Cemetery where it will be used for irrigation, replacing the potable
water used there now. This project
should be complete by the end of December. Hurlburt
Field - No one from Hurlburt Field
was present. Laurel
Hill - Laurel Hill is still heavily
involved in working on their Comp Plan. Mary
Esther - No one from Mary Esther was
present. Niceville
- No one from Niceville was present. Okaloosa
County - No one from Okaloosa County

Starbucks is aiming to open at the end of January. -
The town’s Christmas Parade will be on December 12. Valparaiso -
A new restroom facility on pilings is being built at Lincoln Park. -
Marion Park is getting a face lift New Playground equipment will be
installed soon. -
We will be having our first Valparaiso Resident Tree give away on
