October 2, 2006 and December 4, 2006 - Commissioner
Strong moved to approve the minutes of the October 2, 2006 and December 4, 2006
meetings as written. The motion was
seconded by Mayor Barker and passed unanimously. PRESENT

REPORT: $3012.42 after
debiting $61.25 for the Division of Corporations annual report filing and
depositing $1350.00 in dues from all 9 cities and $100 for lunches from Okaloosa
County. UNFINISHED
BUSINESS: -
Vision 2015 Vector Check update -
None of the committees have met since the November meeting.
Brig. Gen. Eidsaune will be the speaker at the April 17 dinner meeting
hosted by Fort Walton Beach and Mayor Anderson is hopeful that he will give
everyone an update.
NEW
BUSINESS: -
The Air Force's "fair market value" determination for leasing their
land discussion - Mayor Anderson
reported that The City of Fort Walton Beach has, for years, been leasing land
from Eglin for free. The lease was
recently reworked and the military wants to charge the city $300-$500K per year.
Wanda Jones-Heath has looked into this and is now waiting for Air Force
guidance. Mayor Anderson wanted to
report this so that any cities with Eglin land leases will be prepared. -
Mayor George Whitehurst's retirement celebration - OCLOC recognition -
The Mayoral Celebration will take place in Crestview on March 31 at 6:00 (doors
open at 5) at the Community Center (across from the library.
The invitations will go out soon. Councilmember
Bush asked that everyone RSVP because the list is growing quickly.
Councilmember Bush moved that
the Okaloosa County League should purchase a plaque for Mayor Whitehurst that
discloses his long-time membership in the league (he’s one of only 2 members
that was in office at the time of the league’s inception).
The motion was seconded by Commissioner Strong and passed unanimously.

Councilmember Bush reminded everyone about Mayor Whitehurst’s
celebration on March 31. -
The City is still growing - in January 62 new families moved in (7 of
which are military) -
Crestview will have elections in March.
Open slots include 2 City Council Seats and the Mayor. Destin

April 14 and 15 is the Eglin Open House.
The Open House will be combined with the 60th Anniversary of
the Air Force celebration. -
April 23-26 is the AFMC Command Conference Fort
Walton Beach - - FWBTV
The
City of Fort Walton Beach is ready to launch its very own television channel,
FWBTV, in late February. FWBTV will be a 24—hour a day, 7— day a week
non—commercial government access channel. The channel will run City
produced programming including live, gavel—to—gavel coverage of City Council
meetings, workshops and several of the City’s policy making boards.
FWBTV will also air roundtable discussions with City officials highlighting
departments and programming focusing on the City including spotlight shows on
history as well as programs on local festivals and events. Outside
programming will also be shown on FWBTV. FWBTV can be seen on channel 98. -
Police Department Fundraiser
The Fort Walton Beach Police Department held a Pancake
Breakfast fundraiser at the Magnolia Grill to benefit the Police Departments
"K-9" fund on Saturday, January 27th. 414 people were
served at the breakfast, which = 828 pancakes, and a great volume of orange
juice and coffee, along with some sausage. Ticket sales totaled $ 1,915.09
($ 1,188.09 at the door + $ 727.00 pre-sold tickets presented). Additional
donations/tips received at the door totaled $2,768.95. The total collected
for the event was $ 4,684.04. The department would like to thank Tom &
Peg Rice, of Magnolia Grill, for their generosity and kindness in sponsoring the
event , Mayor Anderson, Members of the City Council for helping to serve the
patrons, Northwest Florida Daily News Editor Pat Rice, and the City Manager who
helped with the table service, Cumulus Radio Representatives for assisting
and advertising the event, and the many members of our community who supported
the event. -
Tennis Tournament
Despite
some cold and rainy weather, the 2nd Annual AVT $25,000 Women’s Challenger at
the Fort Walton Beach Tennis Center was a huge success. Over 2,000 people
came out to watch the free event. The tournament showcased the center to
75 players from 32 different countries, a national television audience through
the Tennis Network, and a live broadcast by Country 105.5. The
City’s Parks and Recreation and Public Works Departments worked for months to
upgrade the courts and facilities at the tennis center for the event, and the
changes paid off. - CRA
Update
The updated CRA plan has strategies to build a positive
image for the community, reflect the community's confidence in itself and its
future, attract new development, build a business friendly environment by
strengthening the service and retail job markets, stabilize and improve the
area's tax base protect the investment already made in the community's
infrastructure. It also enables property owners to maintain the historic
downtown and preserve an important part of the community's heritage.
Visions for the City in ten years include coexisting affordable housing and
small businesses, businesses and residents linked together to public parks by
pedestrian and bicycle friendly streets with landscaping and a two mile
boardwalk along Santa Rosa Sound. The CRA Board will vote on the
plan during their regular meeting on February 7th. The meeting will be
held at the Creative Senior Center, 31 SW Memorial Parkway, at 5:30 p.m.

- Hurlburt Reuse Line The City of Fort Walton Beach and Hurlburt Field recently
joined forces to construct a new 12-inch reuse water main, connecting the
base’s wastewater treatment facility to the City’s new reuse water system on
Lovejoy Road. The new reuse water system will eventually provide the
opportunity for Hurlburt, the City, and its citizens to utilize treated
wastewater for irrigation, industrial processes, and other non-potable uses that
decrease the demand on the Floridian Aquifer, the City’s source for drinking
water. Construction of the first phase of the 28,000-linear foot pipeline
began in August 2006 and was completed in December 2006. The project was funded
through a Florida Defense Infrastructure Grant (FDIG) administered by Enterprise
Florida. FDIG grants are awarded to communities that enter into mutually
beneficial projects with the military.

will be moved to March 12, 2007 and it will be at Shalimar Town Hall.
