CALL TO ORDER

President, Mayor Mike Anderson , called the meeting to order at 12:10 p.m. at the Shalimar Town Hall.  He also noted that there was no quorum so all voting will take place at the next meeting.

 

MINUTES:  February 12, 2007 - These minutes will be looked at and approved at the next meeting.

TREASURER’S REPORT:  $2943.12 after paying $69.30 to Two Trees for lunches at the February Meeting.  Mayor Mike Anderson asked if some of this money could go into a CD instead of just sitting in the checking account.  Mayor Gary Combs will research the current CD rates.

 

UNFINISHED BUSINESS:

-  The Air Force's "fair market value" determination for leasing their land update - Wanda Jones-Heath reported that this item is on the agenda for Thursday’s Mayor’s Breakfast on Eglin.

-  Mayor George Whitehurst's retirement celebration update - The invitations for this event should be mailed out soon.

 

NEW BUSINESS:

-  Growth Management update

Jeff Fanto will lead the committee

The JLUS board selected Tetra Tech, Inc. as the JLUS consultant

Mr. Fanto will write the Scope of Work.

Subcommittee members should receive the timeline e-mail soon

There should be an Executive Board meeting some time in April

-  Proposed Property/Sales Tax legislation and OCLOC strategy - Mayor Anderson recommended that each city pass a resolution.

-  Executive Board Meeting Dates - Mayor Combs suggested having a small meeting before the dinner meetings to approve minutes and only having a meeting when there is something that needs to be voted on.  Any time a “Special” or “Emergency” Meeting is necessary, the President has the authority to call one.  The 2007 meeting calendar would include:

- an April 17, 2007 meeting before dinner

- a June 4, 2007 regular meeting (if necessary)

- a July 17, 2007 meeting before dinner

- a September 3, 2007 regular meeting (if necessary)

- an October 16, 2007 meeting before dinner

- a December 3, 2007 regular meeting (if necessary)

-  Discussion of Coordinated County-Wide Approach to Homeless Issues - Members present briefly discussed the attached documents.  Mayor Barker was not present for discussion.

 

ANNOUNCEMENTS/REPORTS FROM CITIES:

Cinco Bayou - Cinco Bayou is working with Fort Walton Beach on Eglin Pkwy. Underground Utilities.

 

Crestview

-  City Council has approved funding for the Police and Fire Departments to obtain Project Lifesaver, an internationally recognized program.  This program assists families and caregivers of individuals with Autism, Down’s Syndrome, Alzheimer’s and related disabilities.  Lifesaver clients wear a wristband that emits a silent tracking signal.  Upon notification of Public Safety staff that a loved one is missing, a search and rescue team responds to the area using state-of-the-art tracking equipment.  Using this technology, search times have been reduced from hours and days to minutes.  It is an active response to the problem of locating wandering patients before they fall victim to the elements, accidents or predators.  The peace of mind and sense of security provided for these families cannot be measured in dollars.

-  Phase two construction beginning on an $8 million expansion to the wastewater treatment plant.  Sewer impact and connection fees from new connections to the system will repay this loan secured from the Department of Environmental Protection.

-  The City is currently negotiating bids for the construction of the new Public Safety Building which will also house an Emergency Operations Center .  The site is near the intersection of Brookmeade Drive and Hospital Drive .

Eglin AFB - The Mayor’s Breakfast is on Thursday of this week and the Air Show will be April 14-15.

 

Fort Walton Beach

-  Councilman Hartwell - Fort Walton Beach City Councilman Jim Hartwell has been presented the National Public Service Award by the American Society for Public Administration and the National Academy of Public Administration.  As a recipient of this national honor, Councilman Hartwell becomes a fellow at the academy and will have the opportunity to serve on advisory panels and help draft studies.  Councilman Hartwell was recognized because of his many contributions to the community including: Boy Scout Scoutmaster, little league umpire, Church of Jesus Christ of Latter-day Saints official, hurricane relief operations volunteer, and Fort Walton Beach City Council member.  The City of Fort Walton Beach would like to congratulate Councilman Hartwell and thank him for all his work to improve our community.

-  Elections - The City of Fort Walton Beach will hold its municipal elections on March 13, 2007.   There are four seats on the Fort Walton Beach City Council up for grabs this year, Seats 1, 2, 3, and 4.  The City holds its elections in the Spring of odd number years.

-  Police K-9s - The Fort Walton Beach Police Department wishes to thank all those who supported and contributed to the recent “Drug Canine Fundraising Campaign”. The drive was extremely successful, raising slightly over $21,000.00.  Funds will be used to purchase and train two canines and their designated handlers, as well as equip the teams for duty.  The canine officers will be selected as soon as the City’s Purchasing Department completes the appropriate bidding and purchasing procedures.  Soon after, they will be united with their handlers so the teams can begin training.    The dogs will be used as drug detection and tracking animals.

- Sound Park Construction Begins - Decks-N-Such Marine began construction on the park in late February.  Crews removed the old seawall and existing pilings to make way for the 95-foot fishing pier and boardwalk. The construction of the passive park is funded through a FRDAP grant with in-kind assistance from the Fort Walton Beach Rotary Club.

- New Playground Equipment - New playground equipment has been installed at Liza Jackson Park.  A swing set was installed on the east side of the park, while two swing sets and a Toss-N-Score were installed on the west side of the park in connection with the existing playground equipment. The equipment was purchased with a FRDAP grant awarded to the City last July.  A Toss-N-Score and rock climbing wall were also added to the playground at Gariner Beach.

- Tree City USA - For the third year in a row the City of Fort Walton Beach has been recognized as a Tree City USA by The National Arbor Day Foundation.   The City met the four standards to become a Tree City USA community by having a tree board or department, a tree care ordinance, a comprehensive community forestry program and an Arbor Day observance. The Tree City USA program is sponsored by The National Arbor Day Foundation in cooperation with the National Association of State Foresters and the USDA Forest Service.

- 18 – Inch Water Transmission Main - The City of Fort Walton Beach is installing approximately 14,000-linear feet of new 18-inch water transmission main from a new 750,000-gallon elevated storage tank at the City’s Golf Club to a 12-inch water main on the north side of Beal Parkway. The pipeline is nearly complete with only one final directional drill remaining.  The new pipeline is designed to provide a second connection for redundancy between the City’s northern and southern water distribution networks, ensuring that the high level of potable water service the City provides to over 20,000 residents will remain intact.

Mary Esther - No one from Mary Esther was present.

 

Niceville - The City is working on roadwork and one resident who opens her decorated home up at Christmas but whose neighborhood has become a parking lot.

 

Okaloosa County  - Okaloosa County had nothing to report.

 

Shalimar - Shalimar recently had their Comp Plan scoping meeting.

 

Valparaiso

General - We have about completed our Employee Handbook review

Our consultant has given us our salary review on all employees except our Police Department

A Silent Auction Scheduled for March 31

Library - Fund raising activities are still ongoing for our Library.  We raised $3,000 from our spaghetti super and silent auction.

Tree Grant - Another tree give away is planned for March 31st.

Florida Park - Playground equipment, tables and benches have been delivered and are being installed.

Lincoln Park - Playground equipment, tables and benches have been delivered and are being installed. The new bathroom has been completed.

Marion Ruckel Recreational Facility - Playground equipment, tables and benches have been delivered and have been installed.  Roofs are under construction over picnic tables.  Landscaping around the monument is on going.

This date has moved and the next Executive Board Meeting will be on June 4, 2007 at Two Trees at noon.
