CALL TO ORDER

President Gary Combs called the meeting to order at 12:01 p.m. at Two Trees Restaurant in Fort Walton Beach.

MINUTES:  March 3, 2008 and April 7, 2008 - Mayor Barker moved to approve the minutes from the March 3, 2008 and the April 7, 2008 Meetings as written.  The motion was seconded by Mayor Anderson and passed unanimously.

 

TREASURER’S REPORT:  $2196.19 after paying $61.69 for the April lunch meeting and $393 for Mayor Anderson’s EDC meeting airfare.

 

OLD BUSINESS:

-  Joint Land Use Study (JLUS) Policy Committee Meeting update (Mayor Anderson) - Commissioner Heyward Strong passed out a table that shows a decibel levels comparison.  He also stated that Valparaiso has a history of supporting Eglin AFB.  Mayor Anderson believes that the League should get involved but would like all 9 cities present since several members aren’t completely comfortable forwarding the information on to their prospective councils.  Col. McClintock offered to go to any of the council meetings to brief the council members and answer all questions regarding the study.  Mayor Combs suggested that Col. McClintock speak at the next quarterly dinner meeting.  Everyone agreed that would be a good idea and Councilman Chubb agreed to handle the details.

-  Update on DOR Rule 12D-8.0062 (Recapture Provision) - Mayor Barker reported that the City of Destin has mailed out several letters to local Representatives and Departments expressing their opposition.  The responses they’ve received were “less than encouraging”.  It was suggested that this item remain an “old business” item for future updates.

 

NEW BUSINESS:

-  Resolution 2008-02 - Requiring Legislature to operate under the Sunshine Law (Attachment) (Mayor Anderson) - Mayor Anderson moved that the Okaloosa County League of Cities adopt Resolution 2008-02 and authorized President Gary Combs to sign it.  The motion was seconded by Commissioner Strong and passed unanimously.

-  BRAC “welcoming kits” (Mayor Barker) - Mayor Barker stated that he has been approached by several people regarding the military welcoming newcomers.  Col. McClintock gave a brief explanation of the standard newcomer policy for the Air Force which includes each member being provided a sponsor to show them around and answer questions, etc.  It was suggested that the newcomer in question may have been from the Army.

-  Clean Water Initiative Partnership (Mayor Barker) - The Choctawhatchee Basin Alliance (CBA) determined that there is poor water quality anywhere there is a high concentration of boats.  The Destin City Council recently voted to go out with RFPs for a mobile pumpout station (similar to garbage service).  Mayor Barker informed the board that there are grants and state money available for free mobile pumpout services so the cost of running this service may be almost nothing to the cities.

-  Appoint/Nominate New Officers (Mayor Combs) - Mayor Anderson moved to nominate Mayor Barker as the 2009 President, Commissioner Strong as the 2009 Vice President, and Councilman Chubb as the 2009 Secretary/Treasurer.  The motion was seconded by Mayor Combs and passed unanimously.  The new officers will be sworn in at the January Dinner Meeting.

Several Board members had to leave so Mayor Combs suggested that everyone review the attached updates after the meeting.

-  Waiting for Okaloosa County to fix the drainage pond at the courthouse annex

-  Waiting on response for enclave complaint letter - still no erosion barrier in place

-  Waiting on response for corner gas station complaint to Okaloosa County

-  Town’s new maintenance building should be complete by the end of the month

-  2 years in, the Commission had to turn the issue of the school board land swap over to the Town Attorney

-  Giuseppi’s Restaurant building is still for sale
