Executive Board Meeting

CALL TO ORDER

Vice President Craig Barker called the meeting to order at 12:01 p.m. at Two Trees Restaurant in Fort Walton Beach.

 

PRESENT BOARD MEMBERS

Craig Barker (Vice President) - Destin

Nick Chubb - Cinco Bayou

Charles Baugh - Crestview

Mike Anderson - Fort Walton Beach

Chuck Bolton - Mary Esther

Bill Smith - Niceville

 

ALSO PRESENT

Col. Bruce McClintock - Eglin AFB

Marie Vanover - Eglin AFB

Tina Smith - Shalimar

 

TREASURER’S REPORT:  $2131.62 after paying $64.57 for the September lunch meeting.  Tina Smith informed everyone that the 2009 Dues invoices will be mailed out soon.  She also asked if anyone wanted to lower the amount for this year since the board is only meeting quarterly.  Councilman Smith recommended leaving everything the way it is.  Councilman Smith moved to approve the Treasurer’s Report.  Mayor Anderson seconded the motion and it passed unanimously.

 

OLD BUSINESS:

-  Eglin update (Valparaiso) - Commissioner Strong was not in attendance.  There were a lot of updates about the 7th Special Forces personnel coming to the area and local area infrastructure concerns.  Daniel Slaterpryce (with Okaloosa County) is coordinating a grant package.  The Executive Board decided to have a special meeting on January 12, 2009 and invite Daniel Slaterpryce and Jeff Fanto to update them.

 

Col. McClintock reported that the Record Of Decision (ROD) will be released in 2 parts; the first in early 2009 and the second 18-24 months later.  Each Mayor signed a Resolution back in September in support of the JSF.  Mayor Anderson asked that the same resolution be drafted up for the OCLOC.  Mayor Anderson moved that the JSF Resolution be approved by the OCLOC and signed by Mayor Combs.  The motion was seconded by Councilman Smith and passed unanimously.

 

NEW BUSINESS:

-  Northwest Florida League of Cities (NWFLC) priorities - supporting resolution - The NWFLC Priorities list has been sent out.  Mayor Anderson encouraged everyone to go to Tallahassee and lobby.  If your city is a member of the NWFLC, they will pay for your room and the mileage.  Mayor Anderson will bring the Resolution and Priorities list to the January Meeting.

-  Outreach to cities who haven’t attended meetings lately (Mayor Anderson) - Mayor Anderson believes that something can be done to bring in the representatives from those cities who have missed the last several meetings.  The board discussed having the meeting somewhere more centrally located, maybe the Eglin Golf Course.  It was decided that the January meeting will be held at the Two Trees Restaurant but the next meeting after that will be moved to the Eglin Golf Course if it’s available.

-  January Dinner (Crestview) - Councilman Charles Baugh reported that the January Dinner Meeting will be held at the Coach -N- Four Restaurant on John King Road.

 

ANNOUNCEMENTS/REPORTS FROM CITIES:

Cinco Bayou

- Cinco Bayou will have a holiday social on 12/11.

Crestview

-  Crestview is happy about the upcoming 7th SF move to the area.

-  The Shoal River Middle School is still under construction.  They are hoping for a 2010 completion.

-  The Christmas Parade is Saturday at 5:30

Destin

-  Airport Road is complete and open for business

-  The City is planning 8-foot sidewalks/bike lanes to be installed on Mountain Drive

-  The utilities will not be underground but they will possibly add the ducting for future utilities

Eglin AFB

-  The Mayors’ Breakfast will be changed to the Community Leaders’ Breakfast and the next one will be held on 12/10

-  The Emerald Breeze process is moving along.  They are just waiting on bid approval.

-  Col. McClintock’s office is working to enhance e-mail communications.  Also, they would like to have an Eglin AFB Representative at all of the City Council Meetings.

Fort Walton Beach

-  The Council is still trying to negotiate with their City Manager

-  The Christmas Lights at the Landing will turn on Saturday at 5:30 and the parade is Monday at 6:30.

-  The City is working on a streetscape project to update the roads and trees.

Hurlburt Field

No one from Hurlburt was present.

Laurel Hill

-  No one from Laurel Hill was present

Mary Esther

-  Mayor Bolton had nothing to report

Niceville

-  The Christmas Parade will be Saturday from 9-12 so if you are driving through the city, you may want to take an alternate route

-  Turkey Creek North is finished and the city is working on another grant

-  The Council is finalizing their deal with Home Depot and Wal-Mart

Okaloosa County

-  No one from Okaloosa County was present

Shalimar

-  The Shalimar Parade will be Tuesday, December 9 at 5:00 p.m.

Valparaiso

-  No one from Valparaiso was present

 

ANNOUNCEMENTS:

-  January - OCLOC Dinner hosted by Crestview

 

There will also be a special meeting on January 12, 2009 as long as Daniel Slaterpryce and Jeff Fanto are available.
