President Craig Barker called the Special Meeting to order at 12:05 p.m. in the Cinco
Bayou Town Hall Chambers. PRESENT

September 2, 2008 and December 1, 2008
- Councilman Smith moved to approve the minutes of the September 2, 2008
and December 1, 2008 meetings as written. The
motion was seconded by Commissioner Strong and passed unanimously.
TREASURER’S
REPORT: $2071.74 after paying
$59.88 for the December lunch meeting. Councilman Smith moved to approve the Treasurer’s Report.
The motion was seconded by Councilman Baugh and passed unanimously.
OLD BUSINESS: -
Fanto/Slaterpryce briefing
- Jeff Fanto asked everyone to motivate their staff to participate in the JLUS
Technical Advisory Group. He also
reported that the Transportation Action Plan (TAP) should be complete very soon
and will be presented at the March TPO Meeting.
Danielle Slaterpryce went through the attached slideshow handout
“Solutions to BRAC Transportation Challenges”.
She also stated that she would come back to any of these meetings to keep
everyone updated. -
Eglin/Valparaiso Update (Strong)
- Commissioner Strong reported that Mayor Arnold spoke with the Undersecretary
of the Air Force and there is almost no question that the Joint Strike Fighter (JSF)
will be coming to Eglin AFB. The
question now is how to mitigate Valparaiso’s noise issues. -
Northwest Florida League of Cities priorities -
supporting resolution (Anderson) - Tina Smith was tasked to mail a copy of the Northwest Florida
League of Cities (NWFLC) and the Florida League of Cities (FLC) priorities to
all of the municipalities so they are all familiar with the issues. NEW BUSINESS: -
NWFLC AmTrak Resolution - 2009-01
(Anderson) - At this point, the
Executive Board didn’t have a quorum so they decided to have a special meeting
before the Quarterly Dinner next week. -
2009 Washington DC Fly-In Invitation (Anderson) - Mayor Anderson explained that he is the representative for the EDC.
Also, he became the Growth Management Representative when he was
President of the League. He queried
the Board about him remaining the representative for both the EDC and Growth
Management. Also, if he goes to
Washington DC, he has asked if the board will authorize payment of his plane
ticket. This is another item that
will be on the agenda for the Quarterly Dinner Meeting. -
Green Awareness Task Force Meetings (Chubb)
- Councilman Chubb reported that he will e-mail the information about these
meetings and the Task Force out to everyone. ANNOUNCEMENTS: - January 20, 2009 - OCLOC Dinner hosted by Crestview (RSVP by today (1/12))

There will be several leadership changes in the Air Base Wing in the
upcoming months. Fort Walton Beach - Fort Walton Beach had nothing to report. Hurlburt Field - No one from Hurlburt Field was present. Laurel Hill - No one from Laurel Hill was present. Mary Esther - No one from Mary Esther was present. Niceville - Councilman Smith left before he was able to give his report. Okaloosa County - Commissioner Bill Roberts took over as Chairman of the Okaloosa County Commission and Newly sworn in Commissioner Wayne Harris was selected as the Vice Chairman. Shalimar - Maintenance shed complete - Maintenance Supervisor is now a "Master Gardener" - Still waiting on property trade with school board for storage lot Valparaiso - Continuing the Cable rebuild - Moving forward with a Prescription Discount card for Valparaiso Residents who have no insurance ADJOURN: The meeting adjourned at 1:32 p.m.
