CALL TO ORDER

President Craig Barker called the meeting to order at 12:02 p.m. at Two Trees Restaurant

 

PRESENT BOARD MEMBERS

MINUTES:  March 2, 2009 - Mayor Combs moved to approve the minutes of the March 2, 2009 Executive Board Meeting.  The motion was seconded by Councilman Baugh and passed unanimously.

Mayor Barker recapped the history with Valparaiso.  Neither he nor Tina has heard anything from anyone from that city regarding rejoining the league.  There was some discussion about reaching out to them once more.  Mayor Anderson moved that Mayor Barker (as President of the OCLOC) sign a note requesting that Valparaiso reconsider their inactive status to put in with the dues notices.  The motion was seconded by Councilman Chubb and passed unanimously.

 

TREASURER’S REPORT:  $2326.86 after paying $83.01 for the June Meeting Lunch and $600.00 for web site contract.  Councilman Grandberry moved to approve the Treasurer’s Report.  The motion was seconded by Mayor Anderson and passed unanimously.  Since the dues notices haven’t gone out yet, Tina asked the board if they wanted to consider lowering the yearly payment or leaving off the $100 yearly lunch fee since the group isn’t meeting monthly anymore.  The board decided to keep the $150 fee the same and discuss ways to spend the money at the next meeting (sponsorship, scholarship, etc.).  This will be discussed at the March OCLOC meeting.

 

OLD BUSINESS - There was no Old Business to discuss.

 

NEW BUSINESS:

-  Proposed Fisheries Management Decisions by the National Marine Fisheries (Mayor Barker) - Mayor Barker reported that he had a Resolution that he would like the board to consider.  He explained the background behind the resolution, that the last stock assessment was done in 1991 and the decisions are based on that assessment.  The stock numbers have changed and Congress should allocate funding for a third party stock assessment.  The board decided that they should have a meeting before the January dinner meeting to meet and discuss the Resolution.  Mayor Barker will e-mail the resolution to Tina who will forward it out to everyone before the dinner meeting.

-  Discussion/Resolution on Offshore Drilling - Fort Walton Beach and Destin are both prepared to pass a resolution and will forward the resolution for review.  It was asked that this item be put on the March agenda.

-  New Executive Board Officers Nominations - Mayor Anderson moved to nominate Nick Chubb as President, Charles Baugh as Vice President, and Gary Combs as Secretary/Treasurer.  The motion was seconded by Councilman Chubb and passed unanimously.  The new officers will be sworn in at the January Dinner Meeting.

 

ANNOUNCEMENTS:

-  January 19, 2010 - OCLOC lunch meeting - This was corrected to read OCLOC dinner meeting and it will be hosted by Mary Esther.

 

ANNOUNCEMENTS/REPORTS FROM CITIES:

Cinco Bayou - The city is having legal issues with property owners in regards to the underground utilities.  Also, they have 2 council seats and their Mayor seat open to run in the March elections.

Crestview - Crestview is getting ready for the 7th Special Forces. Their 10-plex movie theater should be done before 1 March.  The Remodeled Church for the Police Department just opened.

Destin - Destin continues to do well. They broke ground on 2 roadways, Last Wednesday The Beach Restoration issue went before the supreme court, and the Destin Christmas Parade will be Saturday at 10:00 a.m.

Eglin AFB - 7th Special Forces compound has buildings going up, The completion of the SEIS should be announced some time in the spring, and there will be a Community Leaders Breakfast on Wednesday at the Golf Course at 7:30 a.m.

Fort Walton Beach - The City’s Christmas parade is tonight.  They closed the loop on their 200-unit, affordable housing project, finally received the parking garage amended development agreement and there are 2 Councilman seats that may need to be filled.

Hurlburt Field - There was no one from Hurlburt Field present at the meeting.

Laurel Hill - Laurel Hill is continuing to have problems (flooding and washouts) but they are getting over the hurdles and hope to have something good to report at the next meeting.

Mary Esther - There was no one from Mary Esther present at the meeting.

Niceville - There was no one from Niceville present at the meeting.

Okaloosa County - There was no one from Okaloosa County present at the meeting.

Shalimar - The Shalimar Boat Parade will be on December 8.

Valparaiso - There was no one from Valparaiso present at the meeting.

 

ADJOURN – Mayor Anderson moved to adjourn the meeting at 1:06 p.m.  The motion was seconded by Councilman Grandberry and passed unanimously.
