CALL TO ORDER

Vice President Charles Baugh called the meeting to order at 12:00 p.m. at Two Trees Restaurant

MINUTES:  June 7, 2010, July 20, 2010 and October 14, 2010.  Mayor Seevers moved to approve the minutes of all meetings as written.  The motion was seconded by Commissioner Strong and passed unanimously.

 

TREASURER’S REPORT: $2692.87 after bank fees of 69.60. Mayor Seevers asked why we were being charged bank fees.  After a short discussion Mayor Seevers moved that Mayor Combs research having the bank eliminate the fees or find a different bank that will not charge fees.  Mayor Combs seconded the motion and it was passed unanimously.

 

OLD BUSINESS:

 

-      There was no old business to be discussed.

 

NEW BUSINESS:

 

-      2011 Northwest Florida League of Cities and Florida League of Cities Legislative Action Agendas:  A discussion was held on the NWFLC Legislative Priorities and the FLC Legislative Action Agenda and the Okaloosa County League of Cities decided that they do support these priorities and that President Nick Chubb should attend the upcoming county delegation meeting and state the OCLOC support for these priorities. If President Chubb cannot attend the meeting, Vice President Charles Baugh Jr. will attend.

 

-      Proportion of Money Municipalities Receive from Traffic Tickets:  A discussion was held on the small percentage of money received from traffic tickets that municipalities that have their own police departments receive from the state.  It was decided that this should be brought up to the Florida League of Cities.

 

-      Appointment of 2011 Officers for OCLOC: Mayor Seevers made a motion to nominate Charles Baugh Jr. for President of the OCLOC.  Mayor Anderson seconded the motion. Mayor Anderson made a motion nominating Mayor Seevers as Vice President and Heyward Strong of Valparaiso seconded the motion.  Mayor Anderson made a motion to nominate Gary Combs to continue as Secretary/Treasurer and Heyward Strong seconded the motion.  The motions were all unanimously passed. 

 

ANNOUNCEMENTS/REPORTS FROM CITIES:

 

-      Crestview: 

Hope to start construction of FAMU Pharmacy School in downtown Crestview.  The school should be open by January 2012.  They now have four colleges in Crestview. 

They are still communicating with SPOC about the troops moving into the area.

They will have Group I and Group II openings in the upcoming municipal election in March.

 

-      Destin:

Working to end the oil spill media issues. Feel local tourist problems are strictly because of media miss-information.  Have received funding for all BP Claims.  Christmas Parade will be Saturday Dec. 11 at 10:00 am and the Christmas Boat Parade will be Sunday evening on Dec. 12.  For the 2010 Fiscal Year the City of Destin did not do as well as they hoped but were not in the red.

 

-      Mary Esther:

Christmas Parade held on December 6.  Have had several long term employees retire recently which means they have lost a number of key people but had a large savings in salary costs.

There will be 5 council positions open in the March election.  Mayor Anderson and Mayor Seevers were involved in making a video to release to public in hopes of getting more tourism into NW Florida.

 

 

-      Laurel Hill:

Dollar General in getting ready to open in January 2011.  Pick & Save is considering opening a store in Laurel Hill.

 

-      Niceville:

Walmart will be opening towards the end of January

 

-      Valparaiso:

All SCIS inputs are in for the road paving program.  There was a bond issued to upgrade the sewer system.  They have no capital improvements planned.  Employees of Valparaiso did receive merits raises this year.  They have reduced the Fire Department budget.

 

 

ANNOUNCEMENTS:

-   January 18, 2011 - OCLOC dinner meeting (hosted by Cinco Bayou at Fort Walton Yacht Club)

-      March 1, 2011 - Next scheduled OCLOC lunch meeting at Two Trees Restaurant.  Sheila will email the board on the agenda of the next meeting.

 

ADJOURN – There was no more business so the meeting adjourned at 12:55.
